Accessibility statement

Our approach

We aim to meet the Web Content Accessibility Guidelines (WCAG) 2.2 at level AA. That means, for example, that you should be able to:

• use the whole website with a keyboard alone, with a visible focus indicator
• zoom in to 400% without text disappearing off the screen
• use the website with motion reduced, where your device asks for it
• read text with enough colour contrast
• use the website with a screen reader or speech recognition software

How accessible this website is

This website is partially compliant with WCAG 2.2 level AA. We know some parts are not yet fully accessible or have not yet been tested:

• The programme film player on About / News does not show a visible focus indicator when you reach it with the keyboard (WCAG 2.4.7).
• The downloadable Executive Summary PDF is not tagged, so screen readers may not read it in a logical order (WCAG 1.3.1). You can ask us for an accessible version.
• The programme film’s subtitles were supplied with the film and have not yet been checked against the narration. A full transcript is available beside the film.
• Colour contrast has been checked for text on solid backgrounds. Text over images and video, and non-text elements such as chart and map markers, have not been fully checked.
• The impact dashboard and deployment map are not yet connected to live data. They will be tested again once data is available.
• The website has not yet been tested with screen readers, speech recognition software or on real phones and tablets.

What we have checked

• An automated accessibility audit (Lighthouse 12, which uses axe-core) of the six main pages at mobile and desktop sizes found no failures.
• Each page has one main heading, no skipped heading levels, a set page language, a skip link and alternative text on every image. We checked this at 320, 390 and 1440 pixels wide.
• Pages reflow without horizontal scrolling at 320 pixels wide, which matches 400% zoom on a typical laptop screen.
• The first 40 keyboard focus stops on each page can be reached with the Tab key and show a visible focus indicator, apart from the issue listed above.
• The homepage video is silent, can be paused and does not play automatically when your device asks for reduced motion.
• A colour audit on 17 September 2026 sampled text and controls in 16 types of section across 8 colour schemes at mobile and desktop sizes. All 256 combinations passed after fixes.

How we tested this website

We tested a copy of this website on 25 September 2026 using automated tools and scripted checks in the Chromium browser, covering page structure, keyboard focus, reflow and reduced motion. We also used the development team’s earlier colour-contrast audits. The website has not yet been audited by an independent accessibility specialist.

This statement was prepared on 25 September 2026. We will review it again before the website launches and whenever we make significant changes.
